A prospect who was not a qualifier as defined in Bylaw 14.02.9.1 and who is enrolled in the first year of a two-year college may not be contacted in person on or off an institution's campus for recruiting purposes by a member institution.

13.6.2.3.1 Nonqualifier in First Year

A person who is not a qualifier (per Bylaw 14.3.2.1) and who is enrolled at a two-year college may not be provided an expense-paid visit to a member institution until he or she has completed an academic year at a two-year college.
